Shockwave was created by Panopticon long before his alias was, having been intelligence officer in the war against the Quintessons, and looking to become a senator. Sadly, that would never happen.

He joined the war on the side of the Decepticons early on, having aligned himself with the revolution when Megazarak was still in control. He helped with organization and intelligence, having no love for the Autobot governemnt. Despite his qualifications, he never rose in ranks due to discrimination against him as a war frame.

He met Bumblebee during his time in the Elite Guard bootcamp and despite using him for his own gain, he really did like the minibot. maybe in another life, he might have made a move... but he figured nothing would come of it. What kind of relationship could an autobot and a decepticon have?
